I am building a gaming pc for myself to play World of warcraft and some other pc games, and was wondering if I had to install Windows Xp or Vista to play them
It depends on what the game requires. As time goes on, less and less games that are produced will be compatible with XP and you will probably need Vista. But for now you can probably get by with XP. All computer games say on the box what operating systems they will play under.

Most games will require some form of Windows, either XP or Vista, and many will run on Mac OS X.
I would reccommend dual-booting your gaming PC in both XP, as well as Ubuntu, a free Linux Operating System
