HOw do you format your PSP so you can play games off of the memmory card?

Sony disabled this feature after firmware version 1.5. You can either downgrade to version 1.5 which will stop you playing games which need a newer version or you can use a customised version of the current firmware with the restrictions removed.
How you change the firmware will depend on which version of the PSP and firmware you have, but there are some instructions here
Downgrading or installing custom firmware may break your PSP and will void the warranty.

Normally, I’d recommend you to downgrade to 1.5, then upgrade to custom firmware 3.40 OE by Dark_Alex. Then copy your games to the ISO folder on the root folder.
Be aware that playing games on memory card without an UMD copy maybe illegal, so be careful.
