I have a P4, and I was wondering, do dual core processors make a difference when it comes to computer games?

Absoloutely, i can see it being a requirement for games in the near future… game are already pushing computers. and there has been some impressive engines over the last year or two.. that are going to become very popular.

yes, they do, actually. and dual-core and multi-cores may eventually be the minimum system requirement in the years to come. right now, many manufacturers have started to phase out single-core systems.
