Is it true that all the xbox 360 games to date only use 1 of the 3 processors?

There is always going to be games that utilize hardware much better than older ones, like God of War 2 for the PS2.
It’s not 3 processors, it’s a triple core processor. Every single game will use all cores, the difference comes when the programmers actually develop threaded applications, which is when they are going to specify which core does what.
